“House Republicans have passed a heartless budget resolution that could result in nearly $1 trillion of Medicaid cuts — to help fund another tax cut for the wealthy. Forty million Americans could lose health coverage if Congress makes cuts of that magnitude.  Some Republicans may have convinced themselves that this vote somehow doesn’t count, because it does not have the force of law and is only the beginning of the budget process. But it does count.
